A Lady of Performance

The Honourable Carolyn Seepersad-Bachan serves the citizens of Trinidad and Tobago as the Member of Parliament for the San Fernando West Constituency.  She currently holds the Government portfolio of Minister of Public Administration, her second in the incumbent People’s Partnership Coalition.  Following the Partnership’s victory in the 2010 General Elections, she was appointed Minister of Energy and Energy Affairs, becoming the first woman to ever hold that particular portfolio.

An Engineer by profession and expert in the field of quality assurance, Mrs. Seepersad-Bachan holds a Master of Science (M.Sc.) Degree in Electrical Engineering.  She is a former Lecturer in Engineering at the University of the West Indies, St. Augustine Campus, and was a Member of the UWI Board of Engineering Institute.

Her engineering background and her experience with quality assurance have enabled her to inspire the staff of the Ministry of Public Administration to a heightened level of focus in their key transformation initiatives around business process engineering.  She is also providing sterling leadership in the Public Service Transformation area on strategic initiatives in human resource management, human resource development and project management, in helping state agencies to design an holistic approach to continuous improvement.

Mrs. Seepersad-Bachan has served on the Boards of several public and private sector companies and entities.  She has been appointed Chairman of several Cabinet-appointed Committees, most recently the Inter-Ministerial Committee appointed to oversee the Administration of Scholarships.

She also served as Deputy Chairman of a Cabinet appointed Committee on Telecommunications Policy, and as Chairman of a Cabinet appointed committee for Retail Marketing of Fuels, as well as Chairman of the National Petroleum Company Limited.

In the political arena, Mrs. Seepersad-Bachan is a Founding Member of Congress of the People political party, a partner party of the People’s Partnership Government.  She recently completed a two-year term as Chairman of the party, her most recent executive posting.  She was one of three deputy political leaders in the early years of the party’s incarnation.  Even earlier in her political life, she served as an Opposition Senator, and earned a reputation in and out of the Parliament as one of Trinidad and Tobago’s most respected Spokespersons on Energy issues.

A devoted wife and mother of two children, Mrs. Seepersad-Bachan has made it her personal mission that during her time in politics and as a “public servant” (in the true meaning of the term), she does her utmost to ensure the words of the Trinidad and Tobago National Anthem ring true and are fulfilled: “Here every creed and race find an equal place…”
